Notice of intent to award a firm fixed-price sole source contract to LGS Innovations LLC, the original equipment manufacturer, is tasked to provide extended software warranty for maintenance support coverage of the JHITS swtiching network to include "bug" fixes for customer found Severity Level 1 and 2 problems requiring software code changes for customer unique requirements. LGS Innvoations LLC is the only supplier that can provide the required software warranty support for the updates to the JHITS 5ESS switches, as the software updates will require certification by JITC for information assurance and interoperability compliance. No other vendor is licensed to provide maintenance support and sofware updates for the 5ESS switching network that meets JITC compliance.

Without the extended software maintenance coverage, the JHITS 5ESS switch software will lapse and maintenance services will not be available causing significant risks affecting operational conditions that could lead to failures and network outages. This would negatively impact telephony connectivity throughout the Pacific, to include global DSN connectivity. The 5ESS extended software warranty is critical to prevent isolation of various military installations throughout Hawaii as well as the global networks supporting the Pacific Warfighter.

This Notice of Intent is not a request for Expressions of Interest (EOI), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted.

This purchase will be under Acquisition of Commercial Items, FAR Part 12; Simplified Acquisition Procedures, FAR Part 13; and Other Than Full and Open Competition as authorized under FAR 6.302-1.
