Solicitation N00421-13-T-0328 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on sole source basis with JEPPESEN SANDERSON, INC. dba JEPPESEN A BOEING COMPANY, under the authority of FAR Part 12, FAR Part 13, FAR Part 52.219-6, and FAR 6.302-1. Jeppesen is the only performance planning tool vendor with access to Boeing 737 performance data. MilPlanner is the only commercially available tool that meets both the route planning and fuel planning requirements. Offerors must be registered in the System for Award Management (SAM) formerly Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DoD contract. Award is expected 31 May 2013. This notice of intent is not a request for competitive proposals. However, all proposals received by 13 May 2013 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
