Subjec synopsis issued on 13 Oct 2010 is here amended to reflect the following:
1.  The acquisition will be processed using FAR part 12 and not FAR part 13.5.
2.  The authority for this acquisition effort is not Clinger Cohen but rather 10.U.S.C. 2304 (c)(1) and FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements"
3.  The RFQ # SP4701-11-Q-0002 is hereby replaced with an RFP # SP4701-11-R-0001.
