The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Northrop Grumman Systems Corporation (NGC), 2340 Dulles Corner Blvd, Herndon, VA 20171, to procure a total of three hundred units of Dismounted Joint Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (JCREW) Increment One Build One (I1B1) Systems to support CENTCOM's Joint Urgent Operational Needs (JUON) requirement.
This requirement will include the Engineering Services, support services and spares. The RFP will be released on Q2 FY16. The contract will have a period of performance of 24 months after contract award.
This contract will be awarded pursuant to 10 U.S.C. 2304 (c) (1) and the Federal Acquisition Regulations 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements". No other source has the technical capability to perform the work described herein in the time frame required to meet the Navy's operational needs without resulting in unacceptable delays and a substantial duplication of costs. NGC is the current producer of the JCREW I1B1 Low Rate Initial Production (LRIP) systems, which includes the initial production baseline and validation of the system's production Technical Data Package (TDP), to allow for future Full Rate Production (FRP) as a competitive effort.
