The Naval Sea Systems Command (NAVSEA) intends to issue a sole source contract modification to Northrop Grumman Space & Mission Systems, Network Communications Division, One Rancho Carmel Drive, San Diego, CA 02128-3403, to procure two (2) dismounted (DM) and two (2) mounted (M) systems manufactured to the Producibility Enhanced Baseline (PEB) for Joint Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (JCREW) Increment One Block One (I1B1 (Previously JCREW 3.3)) systems.  This requirement is needed to support Initial Operational Test and Evaluation (IOT&E) under N00024-09-C-6317

Full and Open competition Contract N00024-09-C-6317 was awarded to NGC in October 2009.  Due to continued fiscal constraints, the Government reduced the units under the above mentioned contract from the quantities of 10 Mounted (M), 10 Dismounted (DM), and 10 Fixed Site (FS) to 8 M, 9 DM and 8 FS in early January 2013.  This additional 2 DM and 2 M systems will meet the minimum number of units required to support IOT&E, commencing in 2QFY15.  Companies interested in subcontracting requirements should contact NGC directly. 

This contract will be awarded pursuant to 10 U.S.C. 2304 (c) (1) and the Federal Acquisition Regulations 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements to support Expeditionary Warfare Programs. No other source has the technical capability to perform the work described herein in the time frame required to meet the Navy's operational needs without resulting in unacceptable delays and a substantial duplication of costs.
