THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This notice is a market research tool being utilized to determine interest and capability of potential sources prior to issuing a formal solicitation. This IS NOT a Request for Offerors or Proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government will not reimburse contractors for any cost associated with responding to the request. 
GSA is seeking qualified professionals for creating/implementing a building exterior envelope report for the John C. Klucyznski (JCK) Federal building located at 230 S. Dearborn Street in Chicago, Illinois. Please note this is similar to a building engineering report (BER) but will only deal with any/all enclosure pieces of a building, which will be listed below.  
The intent of this project is to provide a basis for which GSA can develop long term strategic planning for our building needs in regards to the enclosure pieces.  These needs include the following:
Performance/Testing Criteria 
Cost estimating services
Identification of repair projects
Grading system for repair projects
Development of follow on projects
Possible consulting needs for follow on projects
Reporting and evaluation tools must be non-proprietary 
Needs dealing with the exterior enclosure which include but are not limited to:
o Roofing systems 
o Building Envelope
Curtain wall & Exterior glazing systems
Pre-cast or poured in place concrete
Foundation/Below grade conditions
Plazas/Site conditions
Knowledge of any/all applicable federal and local building codes.
Knowledge of industry standard testing procedures/warranty procedures
Development of standards/templates for other building enclosure reports 
Master planning needs to complete other facilities in the GSA inventory
The main goals for this project are to preserve the structural integrity & create a programmatic approach to facility maintenance in which the GSA can properly allocate funding for needs in the future in regards to our enclosure pieces. The offeror will become a partner with GSA during the reporting phase and will be used as a subject matter expert for any follow on construction projects that may occur, at GSA’s discretion. We anticipate initial reporting needs to be substantial, so GSA has allocated funding to provide reporting for the first year with subsequent funding being allocated for the next 5-10 years.
The applicable North American Industry Classification System (NAICS) for this requirement is 541350, Engineering Services, with a corresponding size standard of $15,000,000.  The estimated cost for this project falls within the range of $25,000.00 to $100,000.00. Interested parties must be registered under NAICS 541330 in SAM (System for Award Management) at www.sam.gov. 
Firms interested in this project shall provide a minimum of two (2), no more than five (5), "similar" projects. A “similar” project is defined as a project that is similar in size, type and complexity as further defined below.
At least 90% complete
Completed in the last five (5) years
Experience in providing consulting costs and reporting mechanisms for similar type BER’s
Provide a list of software/formatting you have used in previous reports
Identification of affiliations with any of the following;
o Trade Unions
o Governing Bodies
o Suppliers
o Manufacturers
Testing procedures/Testing standards used in evaluation
Reference Listing
If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis.
Interested firms should submit 1) Market Research Questionnaire and 2) Project Experience Form (for each project example). All information is subject to verification.
Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Responses to this announcement will not be returned, nor will there ensuing discussions or debriefings of any responses. 
Firms are asked to limit submissions to ten pages. All eligible firms responding to the Sources Sought must ensure their response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform this requirement.
