The Long Range Systems Division plans to award a sole source contract to Lockheed Martin Missiles and Fire Control-Orlando, 5600 Sand Lake Road, Orlando, FL, 32819-8907. The proposed contract covers Engine Robustness Testing and other Life Cycle support of the Joint Air-to-Surface Standoff Missile (JASSM) and the Joint Air-to-Surface Standoff Missile Extended Range (JASSM-ER) weapon systems. This lifecycle support includes all efforts related to JASSM, JASSM-ER and any JASSM variant in the areas of system upgrade, integration, production, sustainment, management and logistical support for US Government systems and foreign government platforms. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Lockheed Martin Missiles and Fire Control, Orlando FL is the only known source to meet the government’s requirement under the SPS. This notice of intent is not a request for competitive proposals. However, other interested entities may identify their interest and capability to respond to the requirement within 15 days of the posting of this notice in order to be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
