This notice serves as a pre-solicitation notice for the procurement of Dummy Air Training Missiles (DATMs) (NAICS code: 336419, "Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing", Size Standard: 1,000 persons) for U.S. Air Force Joint Air-to-Surface Standoff Missile (JASSM) and U.S. Navy Long Range Anti-Ship Missile (LRASM) requirements. The Air Force Materiel Command, Air Force Life Cycle Management Center, Long Range System Division, JASSM Production/Sustainment Branch (AFLCMC/EBJK) intends to award a sole source contract for the procurement of up to one hundred and fifty (150) JASSM and LRASM DATMs. This acquisition is contemplated as sole source under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)), to Guard-Lee, Inc. (CAGE Code: 08DB3), 1723 Benbow Court, Apopka FL 32703. Specific procurement requirements may include, but are not limited to: production of JASSM and LRASM DATMs, as well as spares and/or repair parts and ancillary equipment and integration in support of USAF and USN requirements. The fulfillment of the supplies/services listed above requires substantial initial investment and an extended period of preparation for manufacture and production. All responsible sources may submit a capability statement, limit ten (10) pages, which shall be considered by the Government. Any capability statement will need to demonstrate how the source can provide qualified JASSM and LRASM DATMs within the required timeframes (a quantity of up to one hundred and fifty (150) DATMs delivered no later than (NLT) 30 September 2019, three (3) of which will be delivered NLT October 2018) and without substantial duplication of costs. Guard-Lee owns the technical data package (TDP) for JASSM DATMs; a Government-Owned TDP for LRASM DATMs is available. The date of response to this synopsis for the Production of JASSM and LRASM DATMs is fifteen (15) days after the date of this synopsis publication. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
