This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes solicitation SPE4A213R0010-10; proposals are being requested and a written solicitation will not be issued for NSN 2840-01-669-8802, "BLADE,COMPRESSOR,AI". The NSN will be added to the existing Aviall Corporate Contract number SPE4AX13D9427 via a modification. DLA Aviation Richmond does not currently have an approved technical data
package available for these NSNs.

This solicitation is issued on an unrestricted basis utilizing other than full and open competition procedures under 10 U.S.C. 2304(c)(1). This is not a Small Business Set-Aside. NAICS code is 336412 and the small business size is: 1000 employees. The estimated annual quantity is 217. Quantity variance is plus/minus 0%. Delivery: FOB Origin, Inspection and Acceptance at Origin. The required delivery is 294 Days After Receipt of Order (DARO). This is not a Critical Safety Item (CSI). A First Article Test (FAT) is not required.

Certified cost or pricing data is not required as this is a commercial item.

Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material, or adequate traceability documentation to show product is acceptable. In addition, responders should identify quantity available and price. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly manufactured inventory is in the best interest of the government. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable). Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR ([email protected]). The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
