The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, on behalf of Durham VA Medical Center, intends to negotiate a sole source Firm-Fixed Price contract for services with Brucker Scientific LLC. This service will include all OEM- full-service coverage Preventive Maintenance services on the Maldi Biotyper system and maintenance (PM) visit with complete inspection of MBT Galaxy system listed below. Service (work) includes labor, travel, a PM kit, complete inspection of the instrument with cleaning. In accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. The Government intends to award a one-year (1) base plus two (2) one-year option contract. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date on or about 1 October 2021 to Brucker Scientific LLC., 40 Manning Road, Billerica, CA, 01821-3915. The preventive maintenance services sought supports previous capital investment buy of a Maldi Biotyper (MBT) microbial identification mass spectrometry system/ MBT Galaxy system and is critical to supporting bacterial infection surveillance. Brucker is the Original Equipment manufacturer (OEM) and Sales and Services for their microbiology and diagnostic equipment is only available for purchase via Brucker Scientific LLC itself. In addition, in North America Bruker does not train any non-Bruker employees or contracted dealers to service their products.
