This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. Purpose and Objectives: VISN 10, Network Contracting Office (NCO) 10, is issuing a notice of intent to pursue a non-competitive procurement with Cepheid for GeneXpert and GeneXpert Xpress Maintenance and Support Services at the Northern Indiana Healthcare System (NIHCS) Fort Wayne, Marion, and Mishawaka, Indiana campuses. Cepheid has been determined as the only responsible source as determined in accordance with procedures prescribed in FAR 13.106 and the anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203. The purpose of this notification is to communicate the Governments intent to solicit and award a non-competitive purchase for the GeneXpert and GeneXpert Xpress Maintenance and Support Services for the NIHCS campuses listed above. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The NIHCS requires a base year plus four one-year options as a Firm Fixed Price contract with Cepheid to provide the required services described herein. Product Service Code is J066 Maintenance, Repair, and Rebuilding of Equipment Instruments and Laboratory Equipment This non-competitive award is implemented by FAR 13.103-1(b), as it has been deemed that only one source is available to meet this specific requirement. The Government intends to procure this sole source requirement under FAR Parts 12 and 13.5. The NIHCS has a requirement to establish a contract with Cepheid for a base period of one year to include four one-year options to extend services. Market research has revealed this contractor is the only source capable of providing these services. Therefore, the Government intends to procure these services on a sole source basis from Cepheid. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this synopsis, will be considered. All information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
