The Government intends to enter into a firm-fixed-price contract with Criticom, Inc, 4211 Forbes
Blvd, Lanham, MD 20706. The Mission and Installation Contracting Command (MICC), Fort Campbell,
KY, has a requirement for maintenance and technical support on the Video Teleconference (VTC)
system located in building 95. (See (1) attachment - Limited Source Justification). The
procurement will be conducted on a sole source basis in accordance with the statutory authority of
10 U.S.C. 2304(c) (1) as implemented by FAR 8.405-6(a)(1)(i)(B), only one responsible source is
capable of providing the supplies or services required at the level of quality required because the
supplies or services are unique or highly specialized. The basis for restricting competition is
Criticom, Inc. installed the initial Network Switching System.
Criticom also owns the required software and has proprietary rights. If other VTC suppliers or a
third party tampers with, alters, reconfigures, attempts to fix or otherwise opens equipment that
is covered under the maintenance plan with Criticom, the maintenance coverage shall be immediately
void with respect to that equipment. NAICS code for this procurement is 811211 and the small
business size standard is $7.0 million. This sole source requirement will be
procured under Simplified Acquisition Procedures using Other Than Full and Open Competition, and
awarded on a sole source basis. THIS NOTICE IS NOT A REQUEST FOR
COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it
can meet the requirements may give written notification to the Contracting Officer within 5 days
from the date of the publication of this synopsis. Supporting evidence must be furnished in
sufficient detail to demonstrate the ability to comply with the requirements listed. Responses
received will be evaluated; however, a determination by the Government not to compete the proposed
procurement based upon responses to this notice is solely within the discretion of the Government.
