The Coast Guard seeks to award one or more contracts for the procurement of overhaul services for HC130 Traffic Collision and Avoidance System (TCAS II Components) for a one-year base period and four (4) one-year option period, not to exceed a total of five years. This requirement will be issued as a “Best Value” procurement utilizing commercial item procedures. The following are the estimated requirements: NSN 5821-01-451-0760, P/N 066-50000-0108, TCAS Computer, 127 each; NSN 6610-01-451-1217, P/N 066-50001-0904, Vertical Speed Indicator (VSI), 72 each; NSN: 1680-01-451-0835, P/N 071-01480-0036, Control Mode S, 20 each; NSN 6610-01-HS1-4377, P/N 066-0117-0904. The Coast Guard does not own, nor can it provide drawings or specifications for these items. This requirement will be satisfied using commercial acquisition procedures specified in FAR Part 12. Offerors must possess a current OEM certification or a U.S. Air Force certification to perform overhaul and service on the items listed above and must provide proof of these certifications with their proposals. Offerors not possessing either of these certifications must provide proof of subcontracting agreement with an approved source with their proposal. Offerors must be Federal Aviation Administration (FAA) certified. Request for Proposal DTCG38-03-R-H00008 will be released on or about 13 August 2003.
