This synopsis serves to meet the synopsis requirement in FAR 5.201. The Space and Naval Warfare Systems Command (SPAWARSYSCOM) intends to release Request for Proposals (RFP) number N00039-17-R-0003 for the procurement of Afloat Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) installation services to be performed on surface ships, submarines, and special purpose crafts. The scope of this multiple award contract includes all afloat (includes ship and submarine) C4ISR, and supporting systems, current and future excluding the Navy Marine Corps Intranet (NMCI), (NGEN) or any future such contracts. The Government anticipates award of Multiple Award Indefinite Delivery, Indefinite Quantity, Performance-Based Service Acquisition contracts with the flexibility to issue Fixed-Price Incentive (Firm Target), Cost-Plus-Incentive-Fee (CPIF), Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) task orders. The prospective contracts will have one (1) five-year base ordering period and one (1) five-year option ordering period for a total ordering period of ten (10) years if the option is exercised. This is a full and open competition. The estimated level of effort for this procurement is 33,590,576 hours. The Draft Statement of Work is posted on the SPAWAR e-Commerce website for review and comment under RFP number N00039-17-R-0003. This procurement is considered to be the follow-on to the Global C4ISR Installation Multiple Award Contract (GIC). The following were the prime contracts awarded under the GIC: N00039-11-D-0030- AMSEC LLC N00039-11-D-0031 - Lockheed Martin Inc. (Leidos) N00039-11-D-0032 - Serco Inc. N00039-11-D-0033 - VT Milcom N00039-15-D-0034 - Honeywell Technology Solutions Inc. (KBRWyle) N00039-15-D-0035 - MC Dean The Government intends to hold an industry day regarding this follow-on opportunity on 22 February 2017. All organizations interested in participating in the industry day shall note its desire in its response to this synopsis as detailed below. Attendance shall be limited to three (3) representatives per organization (to include any potential subcontractors). The time, place and location of the industry day is also posted on the SPAWAR E-Commerce website. All organizations interested in this Global Afloat C4ISR Installation Contract Follow-On opportunity are invited to submit a response detailing the following information: a) company name, company address, CAGE code, point of contact, e-mail address, and telephone number; b) intent to propose as a prime contractor or a subcontractor; and c) whether the organization intends to participate in the industry day, and the name and employer of each attendee (maximum of three (3) per prime contractor/team/organization). No substitutions will be permitted after 17 February 2017. No reservations for the industry day will be accepted after 17 February 2017.
