It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to Thermo Fisher Scientific Inc. to purchase a service contract for the Neptune High Resolution Multicollector ICP-MS This is considered a sole source to Thermo Fisher Scientific Inc. because the design of the double-focusing mass spectrometer with high mass resolution, variable multicollectors and software of the Neptuen High Resolution Multicollector ICP-MS system are proprietary to Thermo Fisher Scientific Inc. The NETL system was custom configured for the types of research samples examined to support of the Geological and Environmental Science focus area. The original manufacturer, Thermo Fisher Scientific Inc., is the only source of the required maintenance, technical support, software upgrades, and parts. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested (maintenance/service agreement). To be considered for evaluation, offerors must quote on all items/services listed in the solicitation. If no challenges to acquire this item are received by 1730 PM ET on Febuary 11, 2015, the government reserves the right to execute an award without publishing further notification.
