NAWCAD Lakehurst has been tasked to initiate a Repair of Repairables (ROR) and Maintenance and Engineering and Technical Services (CM & ETS) Basic Ordering Agreement (BOA) with Howell Instruments, Inc. for various levels of support for trouble shooting, repair and calibration of the existing Howell Automated Engine Data Acquisition Test Systems (AEDATS), P/N H345-2 and P/N H345-3. The proposed ROR BOA shall cover repair services and modifications, which cannot be accomplished by the Navy's Intermediate and Depot Support Activities. The term of the BOA shall be effective for a period of three (3) years. The Government intends to negotiate this BOA under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. Howell Instruments, Inc. is the sole designer and manufacturer of the AEDATS, and is the only known firm possessing the knowledge, experience and technical expertise necessary to fulfill the Navy's requirements. Firms that recognize and produce the required items are encouraged to identify themselves within fifteen days. All responsible sources may submit a proposal which, may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
