The Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, North Carolina intends to award a sole source purchase order to AB Sciex, LLC in accordance with 13.106-1(b)(1), "soliciting from a single source" to repair a 4800 Maldi TOF/TOF Analyzer. This procurement is recommended to be processed without full and open competition.
EPAÿs Office of Research and Development, National Health and Environmental Effects Research Laboratory (ORD/NHEERL) is equipped with a 4800 Maldi TOF/TOF Analyzer. The instrument repair cost was partly covered by the original manufacturer AB Sciex under a limited-service contract plan which provides parts, labor and travel for remedial repairs and a guaranteed 3 business day onsite response time. In the past the instrument repair was guaranteed by a full coverage AB Sciex plan which was no longer available for 2018 due to the age of the instrument. AB Sciex is uniquely suited and best equipped to repair this instrument while providing manufacturer-guaranteed parts and trained service engineers not available through any other vendor. The instrument testing and repairs require AB Sciex proprietary hardware and software and thus can only be serviced by AB SCIEX. This repair necessity was established during the previous visit of the AB Sciex engineer requested due to the instrument failure / poor instrument performance (low sensitivity of analysis).

All capability statements received within 5 days after publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is sufficient to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
