This Pre-solicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with PerkinElmer Health Sciences, Inc. on a sole-source basis, for an annual support plan agreement with a based year and four one year optional periods. The annual support plan agreement covered by this purchase applies to the following equipment: a) Optima 5300DV optical emission spectrometer (ICP-OES) system b) AS93 Plus Autosampler c) ELAN DRC-e Inductively Coupled Plasma Mass Spectrometer (ICP-MS) d) S10 Autosampler e) ELAN DRC II Inductively Coupled Plasma Mass Spectrometer (ICP-MS) f) AS93 Autosampler The USGS has concluded that this service is unique and only available from PerkinElmer Health Sciences, Inc. The reasons justifying a sole source acquisition is a lack of competition. The specifics of the acquisition that permit limiting competition are: The PerkinElmer Optima 5300DV ICP-OES, ELAN DRC-e ICP-MS, ELAN DRCII ICP-MS systems and their associated auto-samplers are proprietary pieces of equipment that contain numerous patented components that can ONLY be obtained and serviced by PerkinElmer who is the manufacturer and supplier. In the case of analytical instrumentation that is protected by patents, service availability and parts are closely controlled by the company developing the intellectual property behind the patent. In the case of the PerkinElmer Optima 5300DV ICP-OES, the key parts required to service the instrument should a failure occur include the SCD detector assembly, detector readout assemblies, RF generators, circuit control boards, and supporting electronics are covered under patents and are only serviceable by PerkinElmer Health Sciences personnel with access to the parts, materials, and electronic and mechanical schematics to repair the instrument if/when a failure occurs. Several critical components on the ELAN DRC-e and ELAN-DRCII ICP-MS systems (Dynamic Reaction Cell (DRC), analyzer quadropole and rf power supply boards, ion lens system, detector readout assemblies, RF generators, circuit control boards, etc.) as well as on the auto-samplers associated with these instruments are patented items and are only available from the instrument manufacturer (PerkinElmer) and are not licensed to be sold to external 3rd party service providers. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration no later than 15 days after the date of this notice. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be emailed or mailed to the point-of-contact specified below. Firms are cautioned that this is not a solicitation. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
