The Bureau of Reclamation intends to issue a Request for Quote for a time and materials purchase order to test, inspect, repair (at the option of the Government) and process oil of for the 12.5MVA 1.0/115kV oil-filled power transformer. The contractor shall furnish all labor, materials, transportation, and equipment to (CLIN 0001) test and inspect with proposal for repair, (CLIN 0002) repair, (CLIN 0003) process oil and restore transformer to "Ready for Service" condition, and (CLIN 0004) prepare a final report within 30 days after repair (if approved)/processing of oil. Because the internal condition of the transformer is unknown, the Government reserves the right to not authorize the repair after review of the tear down, test and inspection report has been reviewed and analyzed. Transformer: Manufacturer - Pennsylvania, KVA (3-Phase); voltage rating 4.0 kV - 115 kV; rated capacity 12.5/16.67 MVA; oil capacity 4350 gallons; PCB content 1.1 ppm (tested 5/27/03); years in service 1955; high voltage taps +2.5%, +5.0%; impedance 7.5977%; drawings (to be provided with solicitation). For this solicitation, award shall be made to the responsible offeror on a best value basis. Technical is significantly more important than price. Technical factors (rated equally) are: 1. Provide experience in the past 12 months performing similar work; 2. Provide a description of the methods or processes to be utilized in performing this job; 3. Provide a proposed schedule of investigation, repair, and oil process identifying the tasks and total estimated duration of the project and identifying any work performed concurrently or any gaps in work. All responsible sources may submit a quote which shall be considered by the agency. It is anticipated the solicitation will be posted to this website approximately 15 days after this notice is posted. No telephone request will be accepted. No paper copy of this solicitation will be distributed. The drawings are available electronically and will be attached to the solicitation. The solicitation, and any amendments, will be available through the FedBizOps website. A pre-proposal conference and site visit will be indicated in the solicitation. Prospective offerors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) prior to award. Offers are advised that failure to register will render your firm ineligible for award. Registration requires applicants to have a DUNS number which can be obtained from Dun and Bradstreet at (800)333-0505. This procurement will be awarded using Simplified Acquisition Procedures under FAR Part 13. This requirement is issued under full and open competition. The North American Industry Classification System (NAICS) for this procurement if 811310. Small business size standard is $6 million.
