The Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, Florida intends to purchase from Cochran Consulting Inc, 1758 Firman Drive, Richardson, TX 75081-1823 on a sole source basis the following Cochran items: eight (8) each new generation III 50/12 1.3 Air Navy Dive Computers (NDC), P/N 772110571, and also to repair twenty seven (27) each Navy Dive Computers. The basis for the sole source purchase is that this equipment has been added to the approved for Navy Use (ANU) list for diver equipment. The NDC is the only diver computer on the ANU list. Only those articles that have been successfully tested are qualified. Cochran Consulting is the only company that can perform the repairs and provide the additional Navy Dive Computers. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
