NOTICE OF INTENT TO SOLE SOURCE This notice is informational only and is neither a request for quote nor a solicitation of proposals. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. Any response to this notice must be detailed information and must show clear and convincing evidence within 3 days that competition would be advantageous to the Government. Nuance Communications, Incorporated is currently providing maintenance services for PowerScribe Voice Recognition System located at the VA Medical Center, Louisville, Kentucky. For remote support, the contractor shall utilize VA approved VPN remote access clients. In order to provide this support, the contractor shall use (i) pcANYWHERE (ii) Citrix GoToAssist Web based support technology or (iii) Microsoft Terminal Services (each a "Supported Solution") for console and workstation level access. The PowerScribe is used by the Radiologists to transcribe reports into the Radiology (VISTA/CPRS) package. Nuance owns PowerScribe and has proprietary control over the licenses used by the VA VISTARAD PACS system. The services provided by Nuance Communications, Incorporated are existing services for this location. Substantial duplication of cost to the Government is not expected to be recovered through competition and Unacceptable delays in fulfilling the agency's requirements would occur. Under the authority FAR Part 6.302-1(a), it allows for the procurement of items through other than full and open competition; applicable when the agency's minimum needs may only be satisfied by a service that is unique and available from only one responsible source. Nuance Communications, Incorporated is the only known local source available to satisfy this current need.
