The Marine Corps Systems Command, on behalf of the Marine Corps Warfighting Laboratory, is soliciting for services to maintain and repair damaged and nonfunctional Dragon Runner systems. This requirement entails but not limited to providing complete troubleshooting and repair services (mechanical and electronic); providing parts for repairs; completing all current upgrades to return system; and completing full systems check of robotic functionality before returning to MCWL. The contractor shall possess knowledge and experience in troubleshooting and repairing damaged Dragon Runners. The contractor is responsible for ensuring that all deliverables are fully functional for redeployment. The period of performance shall from date of contract award through 30 September 2005. Inspection and acceptance will be at destination. Offers submitted on a basis other than F.O.B. Destination may be considered non-responsive. No bidders list will be maintained by this office. Based upon market research, the Government is using the policies and procedures contained in FAR Part 15, Contracting by Negotiation. Award will be made on a best value basis with technical and past performance, when combined, being considerably more important than cost or price. The Government anticipates award of a firm-fixed price level of efforts contract as a result of this request for proposal.
