NASA/GRC has a requirement for an annual service agreement on NASA/GRC existing BRUKER D8 X-RAY DIFFRACTION INSTRUMENTS. NASA/GRC intends to purchase the items from BRUKER AXS INC. PER FAR 13.106-1(b)(1)(i). Bruker AXS Inc. is the manufacturer of these instruments. The service documentation is proprietary and replacement parts can only be provided by Bruker and only their trained service personnel can perform the necessary maintenance including repairs and calibration. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 31, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
