The Bureau of ATF intends to negotiate on a sole source basis with Pitney Bowes, Annandale, VA to procure maintenance agreement for one year of ATF owned mailing systems. Pitney Bowes has developed proprietary mailing systems, such as DM infinity, B700 series, DM 300 series, and DM 500 series, and 1000 which ATF owns and no other company can service their mailing systems. By having this equipment under Pitney maintenance agreement ATF will have the assurance of always having operable equipment, at any given time and/or in emergency situations. Pitney Bowes is the only company capable of servicing the Bureau?s mailing equipment. Bureau has 227 locations with ATF owned equipment. Failure to have maintenance agreement would be detrimental to the Bureau?s mission due to the fact that ATF will not be able to repair broken equipment and will not be able to mail mission related items. This would also result in serious financial burdens by requiring the purchase of new mailing equipment. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. There is no solicitation available for this requirement. This requirement will be awarded through the Simplified Acquisition Procedures under FAR Part 13. The closing date for this requirement is February 2, 2007, 2:00pm EST.
