NOTICE OF INTENT The Network Contract Activity VISN 16, Southeast Louisiana Healthcare System (SLVHCS) contemplates award of a sole source task order to Honeywell International Inc., 2301 North Hullen Street, Suite 100, Metairie, LA. 70001. Under Honeywell's GSA Federal Supply Schedule (GS-07F-0063H) to complete the electronic building integration (EBI) system changeover that has been ongoing at the Southeast Louisiana Healthcare System facilities. The required services will integrate equipment previously provided and installed by Honeywell as part of an upgrade of SLVHCS building automation system. This acquisition is being conducted under FAR 8.4 Federal Supply Schedule. The Network Contract Activity VISN 16, New Orleans VA Medical Center has an essential need in acquiring EBI 2012 Expansion at 1601 Perdido - Main Campus, Sterile Processing Building and Entergy Management Improvements; 2237 Poydras - APU Trailers, Pharmacy and Lab; Baton Rouge South CBOC. Items being procured in this acquisition: 1. EBI expansion at Main Campus, 1601Perdido. Service and parts: Monitor the power cabling through a status to (1) Day Tank Panel located in the "Old Boiler Room."(1) Integration (protocol TBD) to the new Day Tank Monitoring panel that is being installed for the existing diesel fuel tank. 2. EBI Expansion at Sterile Processing Building. Service and parts: Integration of the existing Honeywell Direct Digital Controls (DDC) located in the Sterile Processing Department (SPD) into the existing Honeywell Enterprise Buildings Integrator (EBI). Extension of the existing LonWorks cabling from the Urgent Care building to the SPD building through an existing spare conduit with termination to the Honeywell XL50 DDC controller. 3. EBI Expansion at Pharmacy & Lab, 2237 Poydras Street. service and parts: EBI integration to (3) Aaon outdoor air handling units. Includes the cost of a purchase order to Schully Strawn and Associates to field install a LonWorks integration card. We assume 10 points per unit will be integrated to the EBI Graphics 4. EBI Expansion at Baton Rouge South CBOC. service and parts: Integration of the existing Siemens Apogee Building Automation System (BAS), located in the Baton Rouge South Clinic, into the existing Honeywell Enterprise Buildings Integrator (EBI). 5. EBI Expansion at APU Trailers, 2237 Poydras Street. service and parts: Monitoring via relay logic (hardwired contacts) of the Medical Gas Panel alarms located behind the Nurse's Station. The cost for Tri-Tech Medical Solutions to retrofit the existing panels with panels that include dry contacts is included in this proposal. 6. EBI Expansion at 1601 Poydras Street - Energy Management Improvements. Service and parts: Integration to the Modicon M340 PLC via ModBus TCP. Assume 25 points read and stored by EBI every 5 minutes. Includes EBI Graphics generation. Integration via LonWorks to the 3 new ABB Variable Frequency Drives. Programming modifications of the existing Honeywell XL800 DDC controller to accommodate Lead/Lag pump control with 3rd pump as a backup scenario. This acquisition is being conducted under Commercial Procedures. The intended procurement will be classified under North American Industry Classification System (NAICS) 334510. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
