NASA/GSFC has a requirement to: (1) Perform periodic tests on data acquisition software and hardware in the Raman Lidar laboratory, (2) Repair and update any found defective components, (3) Operate the Raman Laboratory lidar system for 40 data acquisition sessions requiring approximately 4 hours each session, and (4) Operate the Atmospheric Lidar for Validation, Interagency Collaboration and Education (ALVICE). NASA/GSFC intends to purchase this service from Ecotronics Ventures LLC, pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one known source. Ecotronics Ventures is the sole developer of the hardware/software that must be repaired and updated. To our knowledge only Ecotronics has the experience and expertise to repair and update this hardware/software as they are the sole developer and owner. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 16, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
