The U. S. Coast Guard is issuing a synopsis open to competition among HUBZone concerns only. This requirement is a HUBZone set-aside for commercial items. Price and past performance will be evaluated. The request for quotation (RFQ) number is DTCG80-03-Q-3FAA33. The solicitation package and specifications will be issued electronically on the FedBizOpps web page on or about March 28, 2003 at http://www.eps.gov/. Please sign up for the Automatic Notification Service to receive an e-mail from FEDBIZOPPS when an action is taken under this solicitation. The estimated value of this procurement is between $100,000 and $500,000. The small business size standard is less than 1,000 employees. The acquisition is for dockside repairs to the USCGC Barbara Mabrity (WLM-559), a 175-foot patrol boat whose homeport is in Mobile, Alabama. All work will be performed at the cutter’s homeport. The performance period is for 42 days, and is expected to begin on or about July 7, 2003. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC BARBARA MABRITY (WLM-559). This work will include, but is not limited to: Clean and inspect fuel oil tanks, clean inspect, and preserve sea bay and associated piping, clean and inspect heat exchangers, modify fire main system, install galley equipment and APC fire suppressant interlock system, install hydraulic power unit emergency stop switches, modify HVAC system, install refrigerant leak detection and alarm system, inspect and test air receivers and relief valves, install isolation valves for hydraulic power unit, inspect, service, and test boat davit, inspect and weight test buoy crane, modify sewage system shore tie piping connection, clean and inspect grey water, vacuum, and discharge pumps, inspect and test chains, gripes, and binds, inspect various deck fittings, preserve cargo hold deck, preserve the 03 and 04 level weather decks, and travel and per diem. Provide logistics as necessary. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings.
