The U.S. Coast Guard is setting aside this acquisition for HubZone firms only. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The acquisition will be evaluated using past performance and price. The estimated value of this procurement is between $100,000 and $225,000. The NAICS Code is 336611 and the SIC is 3731. The performance period will be 42 calendar days with a start date on or about May 2, 2005. The acquisition is for Dock Side Repairs to the USCGC Harry Claiborne (WLM 561) at their homeport, Galveston, Texas. The simplified acquisition solicitation will be posted to the FEDBIZOPS on or before January 7, 2005 at http: www.eps.gov. as a Commercial Request for Quote (RFQ) firm-fixed price procurement for Dock Side Repairs to the USCGC Harry Claiborne (WLM-561) a 175-foot coastal buoy tender, with quotes due on or about February 3, 2005. This work will include, but is not limited to: clean and inspect overflow tank, and renew tank level indicator, clean and inspect forepeake tank, clean and inspect heat exchangers, perform thermographic inspection, inspect and test air receivers and relief valves, groom main HPU and overhaul hydraulic fluid cooler, inspect and weight test mechanical chain stoppers, overhaul and weight test hydraulic chain stoppers and fabricate and install liners, inspect and weight test cross deck winches and renew directional control valves, inspect and test anchor windlass and renew counterbalance valve, inspect and test aft capstan, inspect and weight test slewing arm davit, inspect and weight test buoy crane and renew control valves and manifold, inspect various deck fittings, preserve ballast tanks, preserve buoy deck, renew deck hatches. Composite Labor, Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. Funds are available for this procurement. Drawings are available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF,etc) Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible certified HUBZONE sources may submit a quote, which shall be considered by the United States Coast Guard.
