The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to enter in to a sole source procurement with Carl Zeiss MicroImaging, Inc., One Zeiss Drive, Thornwood, New York, 10594 for a maintenance contract for two Government owned Carl Zeiss Axiovert 100 microscopes and mounted attachements: Microscope 1: Axiovert 100: includes the Axiovert 100 microscope, LSM510 scanning module and software, Coherent Enterprise Ultra Violet (UV) laser and PL20 heat exchange unit, a laser module consisting of an argon laser and two (2) helium/neon lasers, electronics boxes for the lasers, two computers and four monitors: Microscope 2: Axiovert 100: includes the Axiovert 100 microscope as well as the mounted Eppendorf microinjection system. The North American Industry Classification System Code is 811219 and the business size standard is $6M. The requirement is being prepared in accordance with the format in FAR Part 12. This acquisition is being made in accordance with the test program for using simplified procedures for certain commercial items authorized in FAR Part 13.5. The Microinjection and Confocal Core Facility of the Cell and Cancer Biology requires a service contract for the aforementioned instruments with attachments. Service agreement requirements: Contractor shall provide all labor, material, equipment and major parts included in coverage. All maintenance services shall be performed in accordance with the manufacturer’s standard commercial maintenance practices. Contractor shall provide one (1) scheduled preventative maintenance inspections per contract period of performance. Emergency repair service shall be provided twenty-four hours daily, seven days a week. For software updates, the contractor shall provide Software Service in accordance with the manufacturer’s latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. Period of Performance: February 1, 2006 – January 31, 2007 or upon award, whichever is later. Carl Zeiss is the only known source that can provide a service contract for all the various pieces of sophisticated apparatus without interruption and maintain the highest level of professional care in operation and maintenance. As the various pieces of equipment must function together as one unit, it is imperative that only one company services the aforementioned equipment. In addition, Carl Zeiss is the only source to provide training, and troubleshooting on the LSM510 software that is necessary to run this microscope. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 pm EST, on January 26, 2006.
