The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order to C4 Group LLC, 7510 Holley Circle, Panama City, Beach Florida to provide technical support for the installation of the Australian Acoustic Generator (AAG) and Infrasonic AAG (IAAG) on two MCM class ships. C4 Group's personnel have installed the AAG on six MCM ships. C4 Group understands the intricacies of the installation jigs, molds, processes, and procedures for the installations. NSWC Panama City Division estimates that the procedures C4 Group personnel developed decreased the installation time from 19 days to 10 days. C4 Group's knowledge of the unique AAG installation coupled with their experience in MCM ship installations uniquely qualifies them to perform this SOW. No other contractor will be able to duplicate the knowledge and installation processes to accomplish this installation in under 10 days without a substantial investment of time, money, personnel, and facilities. These costs would not be recouped through competition. Simplified Acquisition is the method of award for this procurement. The NAICS code is 541330 with size standard of $4.5M. The order shall be firm fixed priced with an expected delivery date of 30 Jan 2011. The expected award date is 12 Mar 2010.
