The Contractor shall provide USAGM with the facilities to house and operate the FM Station in Ivory Coast, Abidjan as they are the sole proprietor formed under the laws of the Ivory Coast and possess the capabilities necessary to accomplish the USAGM mission.

This award will be issued as a multi- year award with one (1) base and four (4) option years. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C § 33304(a)(1) which is implemented at FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for."

The proposed sole source award require that these unique services and supplies be provided from the aforementioned Contractor. Any attempt to integrate the services and equipment from another Contractor would result in an interruption of services and there would be an additional cost to the government. USAGM did not identify any additional potential sources beyond the aforementioned Contract who can meet its requirement.

It has been determined that the aforementioned Contractor is the only capable of and authorized Contractor to continue providing USAGM's required services. See attached agency justification. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide services as referenced in the attached Statement of Work (SOW).

Also, interested firms must state how they would fulfill the requirement and include appropriate documentation describing the number of years they have providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Malita Dyson, Contract Support Specialist by Friday, March 15, 2019, 12:00 p.m., Eastern Time via e-mail at [email protected]. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE FBO NOTICE NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHEMENTS MUST NOT EXCEED 23MB. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB, OR RFQ.
