This is a source’s sought notice as a means of conducting market research. The USDA APHIS is seeking all interested sources capable of providing ivermectin treated molasses in 130lb tubs or other proposed size/container. The USDA APHIS is considering the use of a one-year FFP Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 311119 Other Animal Food Manufacturing. The size standard is for this NAICS code is 650 employees for determination of small business status. Product Service Code is 6509. The specifications for the product are as follows;

Specifications:

130-pound tubs or other proposed size/container of molasses to be used as supplemental protein, vitamin, and mineral sources for feeding livestock in field conditions. Following are the specifications each product delivered must meet:

Must contain 30 percent crude protein, vitamin, and mineral supplementation, and 200mg of Ivermectin, per pound.

Purpose:

This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health and Inspection Service (APHIS), Veterinary Services (VS), Cattle Tick Fever Eradication Program (CFTEP). As the Nation's veterinary authority, Veterinary Services improves the health, productivity, and quality of life for animals and people, and maintains and promotes the safety and availability of animals, animal products, and veterinary biologics.

The USDA, CFTEP has been fighting the spread of these ticks since 1906; however, in recent years, cattle fever tick infestations have increased significantly in number. These ticks have been a threat to American agriculture for generations because they spread the disease bovine babesiosis, commonly called cattle fever. This disease caused enormous economic losses to the U.S. cattle industry.

Molasses tubs are commonly utilized as supplemental protein, vitamin, and mineral sources for cattle. The CFTEP has been approved to distribute ivermectin-treated molasses tubs to aid in Cattle Fever Tick Eradication. The tubs are utilized on high-risk premises as deemed necessary by epidemiologists from the CFTEP.
