The Internal Revenue Service (IRS) intends to award a contract for one year with TTI/Vanguard on a sole source basis. TTI/Vanguard is a forum for the introduction, discussion and evaluation of emerging and breakthrough information technologies. It is a subscription-based organization, and its conferences may be attended only by members. TTI/Vanguard will provide a one year membership, for up to 40 IRS employees, to access their data base, and fifteen (15) IRS employees to attend five (5) conferences, workshops and field trips per year. Membership also includes written deliverables, and publications to include pre and post conference materials provided by speakers.
ITT/Vanguard is the only known responsible source known to provide this type of forum and no other supplies or service will satisfy the agencies requirements. The anticipated period of performance for this requirement is June 1, 2015 through May 31, 2016. An award to be made on a sole source basis for the identified products/service under the authority of FAR 6.302-1 and FAR 13.106-1. All responsible sources may submit a capability statement, which shall be considered by the agency. Written responses shall be received by this office no later than 1:00 pm May 25, 2015, and shall include sufficient information to provide evidence of their capability to provide the identified products and services. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
