Description:  The Naval Facilities Engineering Command Europe Africa Southwest Central (NAVFAC EURAFCENT), Naples, Italy plans to issue a Solicitation no later than 22 October 2020. The solicitation will result in the award of one Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) service contracts for the supply and transmission of Electricity and ancillary services for the following locations:

Naval Support Activity (NSA) Naples (Campania Region), Naval Air Station (NAS) 1 Sigonella (Sicilia Region),

Naval Air Station (NAS) 2 Sigonella, to include local housing units (Sicilia Region), Aviano Air Base (Friuli-Venezia Giulia Region)

The contract period of performance is anticipated to consist of one 12-month base period of performance and one additional year period as displayed in the following table:

The contractors shall furnish all labor, management, supervision, tools, materials, equipment, incidental engineering and transportation, except otherwise specified herein, necessary to perform these services. The historical load data consumption is attached to this notice. The estimated total consumption will be posted as part of the solicitation. An annual interim adjustment based on European Energy Exchange (EEX) Italian Power Futures will be applied at end of Base Year period.

This procurement will utilize Lowest Price Technically Acceptable (LPTA) Source Selection, requiring the submission of both technical and price proposals.

The solicitation as well as all notices/amendments related to the solicitation will be posted to beta.sam.gov

Hard copies of the solicitation will not be provided. Response to solicitation shall be preferred in English but may be submitted in Italian if necessary. The Price Schedule shall be in Euro.

It is the responsibility of the offeror to check the website daily for any updates/amendments.  Prospective offerors will have access to the solicitation at the web sites by searching for the solicitation number, N3319120R4039.  If you register for this solicitation, you will receive a courtesy e-mail notifying you of all amendments for this solicitation that are posted on the website.  Registering and receiving email notifications for this solicitation does not release the offeror from the responsibility of checking the solicitation daily for amendments.
