This is a notice of intent for a One Year Firm Fixed Price Requirements type contract to perform IT destruction of Special Access Programs Equipment.  Items to be destroyed include:  motherboards, RAM chips, mice, keyboards, small casings, outer casings, KVMs, monitors, CPUs, SSD HDDs, HDDs, CD/DVD drives, CPU fans, scanners, printers, CD/DVDs, network cards and heat sinks.  The estimated period of performance will be 1 AUG 2021 to 1 OCT 2021. Services will include three phases, 1) Accountability and Logistics, 2) De-manufacture & Risk Reduction, and 3) Destruction & Disposal.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, System High Corporation, CAGE Code 4E9G1. However, Interested Party or Person(s) may identify their interest and capability to respond to the requirement or submit a proposal(s).   This notice of intent is not a request for competitive proposals.  All proposals should be received within 15 days after issuance of solicitation or synopsis. 

OMBUDSMAN: All potential offeror(s) should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition.  If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels.  The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serous contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.  When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.  The Ombudsman does not participate in the evaluation of proposals or in the source selection process.  When appropriate, potential offeror(s) may contact Ombudsman Tom Eller at (478)222-1088.  Please be prepared to identify previous contacts made by you in an attempt to resolve your concerns.

Delivery Schedule: The required turnaround time for the destruction of IT equipment shall not exceed 60 calendar days after receipt.

Source(s): The intended sources for this acquisition is System High Corporation, CAGE Code 4E9G1, in accordance with FAR 6.302-1, due to the complexity of items to be destroyed, Vendor is in possession of the only approved and tested Magnetic HDD destroyer that can handle SSD and magnetic HDDs. Utilizing any other device not suited for magnetic HDDs will ruin/destroy the equipment. System High is the only vendor in possession of the sole magnetic HDD disintegrator on the current NSA approved disintegrator list.  To date, no other vendors have this NSA approved capability or have an approved/authorized SAP courier services.  Existing services are not cleared or authorized to courier or ship SAP or TS/SCI SAP without being read into a multitude of programs which require limited billets.  Pursuing local efforts to utilize personnel for transport are not cost effective.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
