The Bureau of the Public Debt (BPD) on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to sole source a contract to Thermo Electron North America LLC for a Delta V Isotope Ratio Mass Spectrometer (IRMS). TTB currently owns and operates an identical system which it uses to detect carbon isotope ratios. An additional Delta V IRMS system is needed so TTB can detect oxygen isotope ratios.

TTB currently uses the Isodat software platform to process the data obtained on the IRMS system. This software is proprietary to Thermo Electron North America LLC.

The following components will be included on this contract:

* DELTA V Plus Mass Spectrometer including universal triple collector
* HD collector with two Faraday cups
* ConFlo universal CF-IRMS interface
* GC IsoLink for C, N and H including TRACE GC ULTRA
* Option for 180/160 analysis of GC eluates
* 6 k VA single phase isolation transformer and power conditioner, 208VAC delta in/230VAC line neutral out
* Dell 1700 Laser printer
*TriPlus Autosampler for TRACE GC ULTRA (monitored in ISODAT)
* Spare parts and consumables for GC IsoLink
* Spare parts and consumables kit DELTA V
* One year full parts and labor warranty
* Freight and insurance FOB Destination

Offerors shall respond to this notice if they believe that they have a spectrometer that has all of the components listed above and is compatable with the Isodat software platform. Responses shall be received no later than 2:00 PM ET on Monday, April 26, 2010. Responses shall include the name and point of contact information for its company along with a description of the spectrometer and its components. Offerors shall confirm that its product has and/or meets all of the components listed above and is compatible with the Isodat software platform.
