The Air Force Test Center Operational Contracting Squadron (AFTC/PZIOA) Eglin AFB, FL intends to award a sole source firm-fixed price contract to TA Instruments - Waters, L.L.C, 159 Lukens Drive, New Castle, Delaware, 19720-2765 to purchase, install, and provide training for one (1) Isothermal Calorimeter with Accessories. Anticipated Award Date is 07 MAY 2015. It is in the best interest of the Government to award a sole source contract.

CLIN 0001: Thermostat TAM III, 4 Channel, P/N: 3101-1, 1 EACH.

CLIN 0002: Multicalorimeter, 4 mL with Interface Module, P/N 3208-3, 1 EACH.

CLIN 0003: Start Up Kit, 4 mL with 12 Eyelets, P/N: 3330-4, 1 EACH.

CLIN 0004: Nanocalorimeter, 4 mL, P/N: 3201, 1 EACH.

CLIN 0005: Ampoule, Stainless Steel, 4 mL, with Thread/O-Ring Cap, P/N: 3320-1, 1 EACH.

CLIN 0006: Microcalorimetry Consultation (Training), P/N: 999801.070, 1 EACH.

CLIN 0007: Shipping to Eglin Air Force Base.

The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c)(1), as implemented by FAR 13.106-1(b)(1). TA Instruments - Waters, L.L.C. is the only known source of an Isothermal Heatflow Calorimeter that meets the stringent drift requirements over an extended period of time. The applicable NAICS code is 334516. The size standard defined by the U.S. Small Business Administration is 500 employees.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government will consider all responses received within 10 calendar days of publication. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
