The Naval Air Systems Command (NAVAIR) has a requirement to implement an engineering change proposal to upgrade the Infrared Receiver Assembly Card and the Visible Channel Assembly Card for the ATFLIR. As the prime contractor for the ATFLIR, Raytheon is the original designer and integrator of the ATFLIR pod into the F/A -18 weapon system and as such, is the only source that possesses all of the technical data to perform the updates. NAVAIR intends to negotiate the effort as a sole source delivery order with Raytheon Company, McKinney, TX. Award will be made with authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy requirements. Raytheon has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government.
