DESCRIPTION: The National Institutes of Health - NICHD intends to procure the services of a contractor to provide iPSC Gene Editing for DNA editing of induced pluripotent stem cells (iPSCs) to model the human disease MEHMO syndrome. Mutations in the gene EIF2S3 cause the disease MEHMO syndrome and mutations in the related genes EIF2B2 and EIF2B5 cause Vanishing White Matter (VWM), a disease with overlapping symptoms. To study these diseases, we would like to introduce MEHMO and VWM mutations into iPS cells. We will provide a control iPS cell line to the vendor who will then use CRISPR technology to introduce the mutations and then return the modified cells to us so that we can study the impact of the mutation on cell functions. The request is to generate five modified cell lines containing different MEHMO or VWM mutations.

This proposed procurement is for a service for which the government has already solicited and some vendors responded with their quotes.  However, we intend to post for another 10 days to see if there are other potential vendors for future acquisitions.  In order to comply with the requirements in this Special Notice, the responses should be based on our interpretation of the general requirements provided below.  Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice is not a request for competitive quotes. However, all quotes received within the time and date of publication of this "Special Notice” will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration/SAM and submit a price quotation by 3:00 6m, ET, June  30 th 2020. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to [email protected] are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above.
