Under the authority of FAR 6.302-1 the Bureau of the Fiscal Service (Fiscal Service), on behalf of the Financial Crimes Enforcement Network (FinCEN) intends to make award to AT&T Mobility LLC of 1025 Lenox Park BLVD NE Atlanta, GA, 30319-5309 on a sole source basis, under authority of FAR 6.302-1, for iPhone 8's and iPad Pro's.

The purpose of the Intent-To-Sole Source is to obtain Apple products listed below as a refresh of FinCEN's Mobility Solution from AT&T Mobility LLC, who is the current wireless provider for FinCEN. A migration from an Android wireless phone to an Apple wireless product was tested via a pilot refresh program within FinCEN using their current service contract with AT&T Mobility LLC (TFSAFIN17K0047, 20341218P00013) ensuring the iPhone 8 with 64GB memory and iPad Pro 10.5" with 256GB of memory work with their current service contract and supports their mission.

Fiscal Service will consider written responses received no later than 12:00pm (Noon) EST August 31, 2018. Responses must be submitted electronically to [email protected], Attn: TA/MH.REF SS-FIN-18-072. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested requirement. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to AT&T Mobility LLC.

NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.

Qualified Contractors must provide the following:

1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 517312, size standard 1,500 employees. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions.

2. Whether your products are available through a Government contract vehicle or Open Market.

3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business.

4. DUNS Number.

Responses to this request must be received no later than 12:00pm (Noon) EST on August 31, 2018 and must be submitted electronically to [email protected]. Responding vendors shall reference SS-FIN-18-072, Attn: TA/MH. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:

.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files.

Microsoft Office compatible documents are acceptable.

No other information regarding this Special Notice will be provided at this time.

This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
