The U.S. Navy intends to procure, on a sole source basis from Rockwell Collins, the Non-Recurring Engineering (NRE) to design, manufacture, install and test airborne-qualified Northstar digital terminal set modification kits of multiple aircraft baseline configurations for the E-6B aircraft, trainers and test facility. This effort is considered Phase 4 of the E-6B Internet Protocol Bandwidth Expansion (IPBE) program and is an updated requirement from a previous IPBE Phase 4 award to Rockwell Collins authorizing the design, manufacture, installation and test of the same airborne-qualified Northstar digital terminal set modification kits onto a single aircraft baseline configuration of the E-6B for sixteen (16) aircraft, two (2) trainers and one (1) test facility. All kits are to be fully compatible and interoperable with AT&Tâs Northstar terrestrial communication network digital ground terminals. The Naval Air Systems Command intends to issue a Firm Fixed Price (FFP) order with Rockwell Collins on an other than full and open competitive basis to accomplish this effort. The authority for Other Than Full and Open Competition is FAR 6.302-1, âOnly One Responsible Source and no Other Supplies or Services Will Satisfy the Agency Requirements.â Rockwell Collins is the lead engineering developer and prime integrator for the Northstar terrestrial communication network digital ground terminal modification. The Northstar ground terminal modification will employ a terminal set that utilizes Restrained Frequency Modulation (RFM) waveform technology. Rockwell Collins is the only source possessing the proprietary data and engineering expertise needed for the design and integration of a digital airborne terminal set that is fully interoperable and compatible with the Northstar digital ground terminal RFM waveform implementation.
