IPA is software that helps researchers model, analyze, and understand complex biological and chemical systems of science research. IPA helps those without experimental data to search for information on genes, proteins, chemicals and drugs or to get up to speed in a relevant area of research. The software has been in use by the NIAID since 2008. The purpose of this procurement is to continue access to the unlimited IPA concurrent license.
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106 -1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-1826813) to Bevin Feutrier at [email protected], by 5:00 pm eastern standard time Thursday, February 8th, 2018. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
