US Customs and Border Protection (CBP) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Smiths Detection, Inc. for the purchase of one (1) IONSCAN 500DT, inclusive of associated parts (consumables), transportation/carrying case, and training in support of this instrument.

This is a brand name specific lab instrument due to the need for additional instrumentation that will maintain consistency with the existing systems such that joint mobilization is possible during special ops with sister labs.

The purchase will be from Smiths Detection, who is currently the only authorized manufacturer of the brand name specified, the IONSCAN 500DT. Smiths Detection owns all rights to the brand name specified -- the hardware is proprietary and not available from any other source. Smiths Detection is authorized to install, maintain, and support its products in secure and non-secure Government locations.

*Sole Source determination is based on the need for additional instrumentation that will maintain consistency with the existing systems such that joint mobilization is possible during special ops with sister labs - to maintain absolute compatibility with CBP's existing standard architecture for system performance.

*Delivery shall be FOB Destination, San Francisco, CA, and is required within 30 days after receipt of order.

*The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing.

*The Government intends to solicit and negotiate directly with Smiths Detection, Inc. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities, list of supporting supplies, and quotation/estimate. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via mail, facsimile, or email. Documents over 10 pages total will not be accepted by facsimile. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by July 30, 2010 at 11:00 pm EST, an award shall be made to Smiths Detection, Inc.
