INVITATION TO BID BIDS DUE: August 10, 2023 2:00 p.m. local time City of Safford 8th Avenue Substation Upgrade Sealed bids for the project known as the 8th Avenue Substation Upgrade, to include the supply of necessary labor, materials and equipment will be received by the City of Safford. The 8th Avenue Substation Upgrade project expands the existing 69 kV transmission line and switching capability to allow for improved operability and maintenance of the station equipment. As a part of this project, the existing 69 kV circuit switchers and breaker will be replaced with new breakers and several new switching devices. New buswork and conductor jumpers will interconnect the various equipment items as noted on the drawings and details provided. A phased construction sequence will be required to allow for continuous operation of the station while improvements are made. As such, construction in and around an energized station will be required for this project. Construction plans include demolition of existing equipment, foundations and controls wiring, installation of new foundations, structural steel, steel transmission poles, station components and cabling will be required. Commissioning will be provided in conjunction with the engineer of record for the project who will also be performing construction review services. The project site is located in Safford, AZ at 8th Avenue and W. 24th St. All bidders must have a Bidders Qualification Statement on file with the Engineer, without exception. The forms, available from the Engineer, must be in the Engineer’s office ten (10) days prior to the scheduled bid opening. Bids will not be considered unless the Qualifications forms are on file as provided herein. Each bidder must deposit with their bid, security in the amount, form, and subject to the conditions provided in the Instructions to Bidders. Attention is called to the requirements of a Power of Attorney of any surety bond and the fact that any surety must appear on the most current list of sureties listed by the United States Treasury Department as Acceptable Sureties. Bid bonds will be held for 60 days. Electronic copies of the Construction Contract and Specifications package will be available on or before July 7th, 2023 and may be obtained by contacting Tim McLellan (

The electronic version will have instructions on which parts will need to be printed by the bidder, completed and submitted as the proposal. All bids shall be on a unit price basis. Upon award, if any, a full hardcopy of the book and construction drawings will be provided to the successful bidder. Bids will be received at the office of the City Clerk, 717 W. Main St, Safford, AZ 85546, until Thursday, August 10, 2023 at 2:00 p.m. local time. At that time, the bids received will be publicly opened and read. For bids being shipped, Bidders are advised to verify delivery times with their carrier. Some delivery services consider Safford to be rural, and do not honor their standard delivery guarantees. Bids received after the August 10th 2:00 deadline cannot be accepted. A pre-bid meeting is scheduled for July 20th, 2023 at 9:00 AM local time at the City of Safford’s Mesa Yard Office Complex, located at 405 West Discovery Park Blvd., Safford, AZ 85546 and attendance is required. The commencement date of construction of the project shall be no later than 45 days after Approval of the Contract by the Owner. Approval, if granted, is expected to be made on August 28th, 2023. Construction shall be completed within 180 calendar days after the commencement date. Liquidated damages of $100.00 per day shall be assessed as provided for in Article V, Section 2 of the Contractor’s proposal.
