The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified investment consulting firms or persons, interested in providing investment consulting/advisory services and performance measurement for the California State University’s (CSU) Investment Portfolio (Portfolio) to the Investment Staff (Staff), the Investment Advisory Committee (IAC), and the Board of Trustees (Board). The CSU is developing a new investment portfolio, the Total Return Fund (TRF), which is estimated to be approximately $1 billion once it is fully allocated. The TRF will continue to receive additional funds and is expected to grow modestly over the term of the contract. The CSU will select the most qualified investment consulting firm (Advisor) to provide investment consulting services based on the response to this RFP and presentations by the top candidates. The vast majority of the Scope of Services relates to the TRF.
