The Naval Air Systems Command intends to negotiate and award a sole source, firm fixed price delivery order under Basic Ordering Agreement N00421-17-G-0006 with Carlton Life Support Systems, Inc., Davenport, IA for the investigation of physiological episodes (PEs) and associated technical support in support of U.S. Navy T-45, U.S. Marine Corps F/A-18 C/D, U.S. Navy F/A-18 C-F and EA-18G and Foreign Military Sales aircraft. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, manufacturer, and supplier of the GGU-7/A and GGU-12/A, only Carlton Life Support Systems, Inc. possesses the peculiar engineering capability, resources, expertise, intricate knowledge, and data necessary to satisfy the Government's minimum requirements.
