Warwick Township will receive sealed online bids for the Warwick Township Intersection Improvements Project. The work indicated will be partially funded via a Multimodal Transportation Fund (MTF) Grant. The bidding process, contract and conduct of the work must meet the requirements of the MTF grant agreement, which has been entered into by the Township and the Commonwealth of Pennsylvania. The agreement obligates the Township to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder’s attention is directed to the Technical Specifications Section of the bid package, which contains the MTF Reimbursement Agreement and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the MTF program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. The Project includes the construction of two separate roundabouts, which includes, but is not limited to, utility work and coordination, excavation, bituminous paving placement, concrete paving, drainage, concrete curb ramps, concrete curb and sidewalk, pavement marking modifications, sign installation, and related roadway construction items. The bid will be for furnishing all labor, materials, supervision, and services associated with the Warwick Township Intersection Improvements Project. Bids will be accepted until February 24, 2020 at 11:00am prevailing time via PennBIDtm. The Bids will be opened and read aloud publicly at the Warwick Township Municipal Building 315 Clay Road, Lititz, PA 17543 at 2:00 PM prevailing time on February 24, 2020. Bids will have a tentative award date of March 4, 2020, at a regularly scheduled Board of Supervisors meeting. Faxed bids will not be accepted. A nominal fee of 0.25% of the bid amount (up to $5,000) is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted via PennBIDtm. A mandatory pre-bid meeting will be held at the Warwick Township Municipal Building (315 Clay Road, Lititz, PA 17543) on February 5, 2020 at 11:00am. Bids are to be submitted on the forms furnished in the bid package and unit pricing is entered directly into PennBIDtm. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of Warwick Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Warwick Township. All bidders must be PennDOT pre-qualified and must complete the non-collusion affidavit contained within the bidding and contract documents. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA Prevailing Wage Rates determined for the project as stated in the Contract documents. There is a zero percent (0%) requirement for MBE and/or WBE participation. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Warwick Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law.
