1. The 20th Contracting Squadron, Shaw AFB, SC, is seeking person(s) to install and provide a subscription for Internet Protocol Television (IPTV) in accordance with the attached Statement of Work. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number FA4803-13-Q-A029 is issued as a Request for Quotation (RFQ). This acquisition is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 515210 with a size standard not to exceed $15.0 million (U.S.). This combined synopsis/solicitation is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement.

2. The Clauses, General and Special Provisions, Articles (Concessionaire Contract), Statement of Work, and RFQ applicable to this synopsis and the resultant contract are attached. Federal Acquisition Regulation (FAR) clauses can be viewed full text through the Internet FAR site, http://farsite.hill.af.mil.

3. Description: This requirement is to provide all qualified personnel, equipment and service required to install all commercial cable/satellite equipment. All workmanship will comply with stadard commercial trade practices. The contractor shall test the content delivery of the video system and output feeds to ensure that they are within industry specifications consisitent with an IPTV system deployment. The Contractor shall provide hands-on operation and maintenance training of the IPTV system for up to 20 government personnel on Shaw AFB. Programming Content Subscription IAW the Statement of Work will be provided as well. The period of performance begins 1 October 2013 ending 30 September 2018.

5. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Price and Technical Evaluation (to include past performance) are the evaluation factors.

6. Interested parties capable of meeting this requirement MUST submit a written quote to include their company or individual name, complete address and phone number, tax identification number (TIN), and DUNS and CAGE code IAW Addendum 52.212-1, Instruction to Offerors. Oral quotes will not be accepted. All responses that meet the criteria contained within will be considered. Written quotes must be received no later than 17 September 2013, 4:30 p.m. Eastern Time and reference the solicitation listed above. Late quotes/offers may not be considered.
