BBG50-S-14-00056_SB is hereby amended to post Questions and Answers and to extend the Closing Date to August 26, 2014 at 2:00 p.m. eastern time.
Question 1. Should this study be run blind, or when we recruit participants is it permissible to disclose that RFE/RL is authorizing this study?
Answer 1. The study does not need to be run blind. It is permissible to disclose that RFE/RL is authorizing the study since all participants will be asked to discuss their use of the individual RFE/RL website.
Question 2. Are there any policies or guidelines RFE/RL can provide us regarding payment of incentives to study participants?
Answer 2. Participants should be compensated for their time as participants in the study according to appropriate market rates for the location of the study.
Question 3. Do you have any specific language requirements for the study materials? Is the expectation that the field instruments will be in the native language of the region? Does RFE/RL require translations of the diaries and questionnaires included in the reports?
Answer 3. The field instruments should be translated into the broadcast language in Georgia, Armenia, Kyrgyzstan and Uzbekistan. In the North Caucasus, the study can be run in Russian but all participants should fully comprehend the website materials in Avar/Chechen as appropriate.
Question 4. The RFP refers to separate pricing proposals for each of the 5 SOW's. May we create one pricing proposal and breakout in detail the pricing associated with each SOW?
Answer 4. One single pricing proposal as long as there is a pricing breakout for each of the 5 SOWs.
