NOTICE OF INTENT TO LIMIT SOURCES
DESCRIPTION OF REQUIREMENT:
This is a notice of intent to limit sources for the repair and air worthiness certification of 21 ISU 70 units to AAR Manufacturing Inc. dba AAR Mobility Systems. This requirement is for the 92d Logistics Readiness Squadron, Fairchild AFB, WA.
JUSTIFICATION AUTHORITY:
FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
JUSTIFICATION OF SOLICITING FROM A SINGLE SOURCE:
A policy memorandum was issued by Mr. Staffon Allen, the Air Force Intermodal ISO Container Manager, on April 9, 2021, this policy memorandum states “Only the manufacturer of the ISU, AAR Mobility Systems, can execute repairs and certify airworthiness standards as defined by TO 35D33-2-2-2, Technical Manual Instructions with Illustrated Parts Breakdown, 463L Air Cargo Pallets, industry standards, and Air Transportability Test Loading Activity memo dated 27 Jul 2017”. This policy memorandum dictates that AAR Mobility Systems is currently the only vendor capable of providing the services required by this requirement.
A nationwide Dynamic Small Business Search (DSBS) was conducted using the NAICS 81130, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, and applying the key words “container repair” as a qualifier. This search revealed two small businesses with capability statements that reflect an ability to perform container repair, however neither of these small business are qualified to certify the airworthiness of ISU-70 units. Additionally, a sources sought was posted to beta.SAM.gov on 1 April 2021 seeking vendors capable of satisfying the requirement. This source sought closed on 15 April 2021 and did not yield any responses.
